I don't really know what this could be. It seems likely that clouds becoming foam and having a density that causes them to fall to the ground, has to involve some kind of chemical reaction in the atmosphere.

Yeah, kind of. Except that when he touches it and rubs it between his fingers, it doesn't really seem to act like a surfactant. Or so I think. I hope someone is thoughtful enough to take some samples.

Maybe they aren't clouds at all. There could have been an event at ground level... In a lake, or a river or a chemical lab. Something that was released into the environment and picked up by the wind. Just because it looks like clouds, does not mean that it is. Just trying to reason out the possibilities.
